Utah's Governor Aiding and Abetting Felons?

According to a KSL.com story, “Utah’s Jon Huntsman said he would oppose a repeal of a law allowing illegal immigrants to pay in-state tuition at Utah’s colleges and universities.”1

Illegal immigrants are, by definition, NON-RESIDENTS and should not be allowed “resident benefits.”

If we know someone is not a legal Utah resident, but is getting an resident tuition benefit due to the Utah 2002 law that extends resident benefits to illegal immigrants who have met specific requirements, shouldn’t law enforcement officials be able to raid university classes and deport he lot of them?

The next step would be arresting the Governor for the many counts (hundreds?) of aiding an abetting a felon (a person violating a Federal law is, again by definition, a felon. Wouldn’t it?
