The House is under “Martial Law”

At 1:20 seconds into this video, Rep. Michael Burgess (R, Texas) makes the following comment:

“Mister Speaker, I understand we’re under Martial Law as declared by the Speaker last night.”

Don’t take my word for it, go and listen for yourself! (I’m listing 3 video sources just in case one gets taken down.)

Now, as a point of clarification, this isn’t the Martial Law that suspends the Constitution and basically makes all Americans “subjects” to the “dictator.” This is the kind that suspends the “normal” rules in the House of Representatives.

Under the martial law procedure, longstanding House rules that require at least one day between the unveiling of significant legislation and the House floor vote on that legislation — so that Members can learn what they are being asked to vote on — are swept away.  Instead, under “martial law,” the Leadership can file legislation with tens or hundreds of pages of fine print and move immediately to debate and votes on it, before Members of Congress, the media, or the public have an opportunity to understand fully what provisions have been altered or inserted into the legislation behind closed doors.  This is the procedure that the Leadership intends to use to muscle through important bills in the next two days. Shouldn’t the “martial law procedure” only be used during times when Martial Law is in force?

Speaking of Martial Law, beginning in October the Army will have an "active unit" stationed in side the United States. This will be the first time for this happening in the US. Not to mention it’s breaking posse comitatus. Why is this happening? Why are we worried about civil unrest now?
