22:20 – Start of public Comment about the Council operating without Rules
25:27 – Time expired
25:38 – Mayor says “Thank you. Please sit down.”

1:19:23 – Additional debt for Roads issue
1:20:20 – Public Hearing opened
1:20:27 – Public Hearing closed

1:22:09 – Karianne Lisonbee asked if the the public hearing happened so quickly, she
1:22:14 – Mayor denied her request
1:22:29 – “Would you be willing to go back?”
1:22:43 – Councilman Shinglton moved to go back and “let her say her piece. We’ve done that for other citizens.”
1:22:54 – Councilman Kimmel seconded
1:22:58 – Councilman Shingleton repeated that he’d made a motion
1:23:08 – Councilman Shingleton repeated again that he’d made a motion
1:23:12 – “The meeting is mine to control, and I’m trying to control that order. And I gave the opportunity for people to speak. I opened that up. I asked them to come forward. And then we moved out of public hearing and we’ve moved on to the next item on the agenda.”
1:23:25 – Councilman Shingleton repeated again that he’d made a motion
1:23:29 – Mayor entertained the motion.
1:23:42 – Motion was defeated with Councilmen Ocaña, Peterson, and Clark voting against allowing the Citizen to speak

2:18:44 – The Mayor used her “Mayoral Report” agenda item to respond to respond to “rules” comment
2:19:07 – “It was his [the city attorney’s] recommendation that Robert’s Rules can be used to order a meeting, and it can also be used to hold a meeting hostage.”
2:19:28 – “He has assured me that the way that I am conducting the meetings is a rule of order.”
2:19:34 – “Our ordinance actually is in order because we refer to Robert’s Rules as our general guide.”
2:19:54 – “Am I trying really hard to create order? I really am.”
2:20:18 – “If we complied with Robert’s Rules of order, nobody would be able to speak on the Council unless I gave them permission to speak on the topic. They would have to ask for permission.”
2:20:53 – “… and I appreciate your comments.”
